How do I censor a face or ID card in a photo?

Is blurring or pixelating an image really safe?
A solid black box is the safest because it removes the pixels entirely. Heavy pixelation and blur are hard to reverse for casual viewers, but for highly sensitive data such as government IDs, use the black-box style.
